Is Erik Estrada Drunk In This Latin Grammys Green Carpet Interview?

Last night former CHiPs star and current Mira Quien Baila contestant Erik Estrada attended his first Latin Grammy show. I've heard some bad Spanish accents before, but slurred is not one with which I am familiar. Erik also moved his wig around on camera, which was actually pretty funny. (Sidenote: He's now apparently known as Don Erik Estrada. Which would piss me off if I were him, but he probably has no idea what that means.)
